Identify target audiences, proposed activities and how people will use the facility. Review activity schedules, shared spaces and the supporting services visitors need.
Organise assumed income streams
Depending on the concept, a plan may include facility bookings, programmes or memberships. Define what each covers to avoid counting the same service in more than one income stream.
Connect utilisation and operations
Review opening hours, staffing, maintenance and supporting services alongside utilisation assumptions. A study can consider operating stages and changing usage levels rather than a fixed level from the start.
Bring the inputs together
Connect components, areas and the operating plan with the study and financial model. Record inputs requiring specialist development and include them in the project’s follow-up list.
